Mission

The CARE (Comprehensive AIDS Resource Emergency) Act requires that the funding priorities be established by the Planning Council based upon an assessment of the needs of all affected populations in the area.

The role of the Council is:

  • to establish and maintain a cooperative working relationship between public and private HIV/AIDS service providers and consumers, and local, county, state and federal governmental agencies in identifying local needs with regards to HIV/AIDS;
  • to identify the nature of the local services system; and
  • to make recommendations on the allocation of resources.



The principal purposes of the Council are:

  • to examine the total picture of services presently available in Hudson County to persons with HIV/AIDS;
  • to identify service needs and delivery problems; and
  • to assist Hudson County in making informed decisions regarding the needs and priorities with regard to HIV/AIDS.

Responsibilities

The responsibilities of the Council are:

  • to identify and evaluate the extent of unmet needs within the County with regard to persons with HIV/AIDS;
  • to identify and evaluate existing HIV/AIDS programs and resources;
  • to make recommendations to Hudson County regarding the allocation of resources on a priority basis;
  • to assist in the mobilization of new resources and funding for the purpose of filling service gaps, avoiding duplication of services, and coordinating HIV/AIDS services with the County;
  • to continually plan for and promote an effective, efficient and coordinated continuum of AIDS care within Hudson County;
  • to serve as a mechanism through which AIDS service contracts are reviewed, monitored and evaluated by peers;
  • to provide and disseminate relevant information on to the public, providers and governmental agencies;
  • to encourage citizen participation in the HIV/AIDS planning process; and
  • to serve as a mechanism through which HIV/AIDS service concerns can be addressed in a comprehensive manner.
